Plant types covered by the Plant Operator Competency Scheme
The MPQC Plant Operator Competency Scheme covers a wide range of mobile plant together with some fixed plant items.

Each assessment consists of several assessment factors. Any factor not assessed during the assessment will show on the candidate’s competency card as Factors Not Assessed. It is the employer’s responsibility to ensure the candidate has been assessed on all factors required for their operation. On achievement of assessment the candidate will gain a Red or Blue competency card depending if the candidate holds the relevant qualification.
If the candidate doesn’t hold the relevant qualification, they will be issued with a Red assessed operator card and will be required to gain the relevant qualification within 2 years if assessment.If the candidate already holds the relevant qualification, they will be issued with a Blue 5-year competent operator card.
MPQC hold a reciprocity agreement with CPCS, therefore Operators can transfer their cards to either CPCS or MPQC. Only cards that have been produced under the MPQC organisation can be transferred through the reciprocity agreement. CPCS will not recognise any other cards.
To apply to convert to a CPCS Competent (blue) or Trained (red) Operator Card, you must use the relevant application form. Please contact us for the relevant form.To transfer you will need the following:
• The original application form
• A passport sized photograph
• A copy of the front and back of the MPQC Plant Operator Card
• A copy of the front and back of any NVQ/QCF/SVQ/SCQF certificate
• A copy of the CITB Health, Safety and Environmental Test pass letter
• A cheque or postal order made payable to CITB. Credit/Debit card payments can be made after you have submitted your application by phoning 0844 815 7274.
Procedure for Transferring from CPCS to MPQC
To apply to convert to a MPQC Competent Operator Card, you need the relevant application form. Please contact us for a copy of the relevant form.
You will need the following:
• A passport sized photograph
• A copy of the front and back of your Blue CPCS Competent Operator Card (minimum of 6 months remaining)
• A copy of the front and back of your Plant related VQ
• A copy of the front and back of your current MPQC/SPA Contractor Safety Passport which will be issued following attendance on the MPQC/SPA Contractor Safety Passport Course.
• Cheque or postal order made payable to MPQC. Credit/Debit card payments can be made prior to submitting your application by phoning 0115 972 6121.
